On December 16, 2014 Taiwan confirmed low pathogenic avian influenza H7N9 from a wild bird fecal sample. Following intensified active surveillance, Taiwan detected an RNA product of H5 avian influenza virus (AIV) at a duck breeding farm shortly thereafter. Taiwan’s Council of Agriculture (COA) first confirmed AIV infection at a chicken farm on January 9, 2015. On January 14, 2015 an emergency operations center was established under the Executive Yuan in an attempt to contain the AIV. Since then 3 highly pathogenic AIV have been found circulating in the country. The viruses involve H5N3, H5N2, and H5N8.

Since the start of the outbreak about 4.17 million chicken, geese and ducks have been culled on 853 farms. Taiwan processes about 300 million chickens, 5.5 million geese and 30 million ducks a year. Poultry purchases have dropped dramatically since the first AIV outbreak with chicken sales dropping as much as 80%. Consumer demand for geese during the Lunar New Year is 300,000 to 400,000 birds, 3 times the monthly average.

Other attempts to control the AIV outbreaks included banning the slaughter of chicken, ducks and geese by the nation’s 100 slaughter houses so they could go undergo across-the-board
disinfection. Since the outbreak began the COA has imposed restrictions of birds on infected farms and has mandated that the farms be disinfected after culling is completed. Farms within 3 kilometers of outbreak sites will also be under surveillance for 3 months.

The COA has said that starting September 2015 it will be mandatory for poultry to be raised in enclosed spaces as part of the effort to stop the spread of AIV in Taiwan. The regulation is being imposed to prevent contact with migratory birds that begin arriving in September. Poultry farmers will be given a 6 month grace period to comply with the new regulation, after which they will be subject to a fine between NT$30,000-NT$150,000 (US$853-$4,266). The COA will offer loans at a concessionary rate 1.5% to build the enclosures.

Taiwan’s 2015 broiler meat production for 2015 is estimated to be 475,000 metric tons (MT), an 18% drop since 2004’s 579,000 MT. Total estimated Taiwan broiler meat imports for 2015 are estimated to be 180,000 MT, up 267% since 2004’s 49,000 MT. Taiwan’s combined broiler/turkey production is forecast to increase 1% and imports 17% from 2015 to 2023.

From 2004-2013 Taiwan’s duck population declined 6%, geese and guinea fowl dropped 36%, and turkeys are down 25%. United States broiler meat exports to Taiwan increased 171%,
turkey meat decreased 73%, other poultry meat declined 62% while egg products rose 869% from 2004-2014.
