The Ministry for Food, Agriculture, Forestry and Fisheries will now be called Ministry of Agriculture, Food and Rural Affairs (MAFRA). The agency’s work with fisheries has now been transferred to the newly created Ministry of Oceans and Fisheries. MAFRA will continue to do work related animal and plant diseases, but not conduct meat inspection. Work related to food safety inspection for livestock, agriculture and fisheries has been moved to the Ministry of Food and Drug Safety.

The Ministry of Food and Drug Safety (MFDS) was formerly called the Korea Food and Drug Administration. The MFDS was formerly an Administration under the Minister of Health and Welfare and now has been enlarged to an Agency level under the Supervision of the Office of Prime Minister. The MFDS will now be able to revise and enact provisions and standards related to its work on its own. MFDS, in addition to its previous responsibilities, is now responsible for standard setting and inspection of all food, fisheries and meat products.

South Korea’s acceptance of organic certificates for processed organic products issued by the United States Department of Agriculture’s (USDA) National Organic Program’s accredited certifiers has been extended until December 31, 2013. The MFDS (formerly Korea Food & Drug Administration) certification system will be replaced by a MIFAFF certification system after 2013. MFDS may change documentation requirements for non-GMO processed products according to the pending revision of the current biotech labeling standards for processed products.

South Korea’s free trade agreement (FTA) with Turkey came into force on May 1, 2013. The South Korea FTA with Turkey is not expected to have a major effect on United States (U.S.) agricultural exports to South Korea given the limited scope of Turkish exportable products that compete with U.S. exports. The FTA is the ninth agreement implemented by South Korea since its first with Chile in 2004. In addition to Chile, South Korea has other FTAs in force with Singapore, the European Free Trade Association (EFTA), ASEAN, India (CEPA), the European Union, Peru and the U.S.

In 2010 99% of South Korea’s chicken meat imports came from the U.S., Brazil and Denmark out of which 59% came from the U.S. Other countries exporting chicken meat to South Korea in 2010 included Chile, China, France, Hungary and Japan.

In 2010 South Korea exported 20,197 metric tons of chicken meat of which 87% went to Vietnam. In 2005 South Korea exported 24 metric tons to Vietnam and since then the volume has grown to 17,644 metric tons in 2010. Hong Kong was another significant export destination in 2010.

South Korea’s 2010 turkey meat, dried eggs and liquid egg imports mostly came from the U.S. The main destinations in 2010 South Korea’s liquid egg exports was Hong Kong and Afghanistan. They did not export any dried eggs or turkey meat in 2010.
