Will Irish Beef Export Agreement with US Pave Way for Easier Trade with EU?

The announcement that Ireland has been given the go-ahead to export beef to the US has brought to the end about 17 years of disputes, bans and trade rows.

With Ireland gaining access to the US market, the rest of the European Union is hoping that the trade doors will open for other countries.

The ban was imposed on EU beef, sheep and goat products because of fears over BSE.

However, the extent and length of the trade ban by the US exceeded World Animal Health Organisation recommendations and did not appear, according to the European countries, to take into account the measures that had been put in place by the EU and individual countries and also did not take into account the OIE assessments of the risk involved.

To many EU states, the US stance appeared illogical and punitive.

The EU always maintained that the control measures were based on solid science and were in line with international standards and the embargo appeared to be political and for trade reasons.

EU Health Commissioner Vytenis Andriukaitis, Trade Commissioner Cecilia Malmström and Agriculture and Rural Development Commissioner Phil Hogan said the Irish announcement was a welcome first step to abolish the disproportionate and unjustified US ban that followed the BSE crisis of the 1990's, and to re-establish normal trading conditions.

“This announcement sends an important and positive signal to the other EU Member States who have requested the US to re-establish access to the US beef market,” they said.

“It is now desirable that the US acts expeditiously to extend the approval to the rest of the European Union and to fully bring their import conditions in line with international standards.

“We also welcome that this move, which forms part of a growing trend, recognises the robust, comprehensive and successful measures put in place by the EU to eradicate BSE.”

It is yet to be seen whether this is the first step in bringing down other trade barriers and blockades and easing trade relations including the dispute over hormone treated beef.
