World Trade Organization Takes Centre Stage

Events at the World Trade Organization have taken centre stage this week with the disputes committee ruling in favour of Canada and Mexico in their fight with the US over Country of Origin Labelling regulations.

The WTO has said that the COOL amendments that were made by the US to the rules, intended to make them comply with the international trade rule had in fact made them more draconian.

The WTO said that the amendments were more detrimental to competitive opportunities for livestock imports.

The ruling by the WTO has been backed by the meat industry in the US, who said that “USDA’s mandatory COOL rule is not only onerous and burdensome on livestock producers and meat packers and processors, it does not bring the US into compliance with its WTO obligations".

However, the US farmers said that there was strong consumer support for the USDA's COOL regulations.

Also in the WTO, Russia has marked its entrance into the organisation by becoming one of the most active members in dealing with food safety and animal health issues.

Since Russia joined in August 2012 it has given 52 regular or emergency updates on the animal disease situation in the country.

It has also laid out all the technical assistance it has been giving to developing countries on SPS issues.

Russia had been the subject of five specific trade concerns up to last week, when three new ones were introduced in at the latest meeting.

Russia has also raised two issues of concern itself.

Russia has acknowledged that there has been political motives behind their activity but it has now called for more cooperation rather than confrontation.
